Cyberattacks are now one of the largest threats to security, affecting every aspect of our lives. Federal intelligence agencies, law enforcement officials, private sector companies and organizations have all reported an increasing trend in cyber based crime. Nothing is immune to attack – whether it is our personal information, companies and agencies with which we do business, our infrastructure, or our families and children.
Cybercrime now permeates all criminal activity, whether the actor is a few miles or thousands of miles away. Victims are not only attacked from those who are outside of our nation’s borders, but also from within prison walls. With little to no computer knowledge, inmates are now continuing their criminal activity.
Law enforcement, as an ever constant evolving profession, must address the new way crimes are being committed by actors around the world, while maintaining the trust and confidence of those whom they are sworn to protect.
In response, the National Sheriffs’ Association, Global Center for Public Safety has created the Institute for Cybersecurity. Training courses and certifications have been designed specifically for law enforcement to arm them with the understanding and knowledge they need to, not only conduct criminal investigations and develop intelligence, but to provide meaningful information to those they serve. These are not forensics or technical courses, rather, they provide the operational knowledge and understanding for all members of law enforcement, from the Sheriff to the newest dispatcher.
Courses are taught in 2-hour, 4-hour or 8-hour blocks of instruction and can be adjusted to meet the needs of a particular department or law enforcement officer. With more than 40% of cyberattacks happening because of insiders, cyberattacks are no longer “just an IT issue” and must be embraced system–wide.
Additionally, a 40-hour certification course is being offered in cyber intelligence. This course is designed for those who want a better understanding of this ever growing threat and to be knowledgeable as to how to develop information into meaningful intelligence that can enhance any investigation.
All courses are currently being taught face-to face by subject matter experts, most of whom have a law enforcement background, traveling to your agency.

Certification in Cyber Intelligence for Law Enforcement
The Institute for Cybersecurity will offer a 40-hour certification course in Cyber Intelligence. The course will be designed for the more in-depth study of cyber intelligence analysis including how to develop information into meaningful intelligence which is critical to the planning, intelligence, and investigative activities of a law enforcement agency. The course is designed to assist law enforcement officers in obtaining the knowledge, skills and abilities that they require to further their careers in law enforcement.
The Institute for Cybersecurity, cyber security classes and cyber security certifications have been developed under the direction of Bray Barnes and Leondard Nerbetski for the National Sheriffs’ Association Global Center for Public Safety. Bray Barnes, a member of the Board of Governors, NSA’s Global Society of Homeland & National Security Professionals, is the lead for the Global Center for Public Safety’s Institute for Cybersecurity. He previously was the Director, National Cybersecurity Institute, (NCI) Washington, DC, and is the Founder and Principal of Security Evaluation and Solutions Group, LLC that provided three unique Homeland Security cornerstones of service including Cyber Intelligence Analyst training. He has served as a member of the US Dept. of Homeland Security Cyber focus group, as Director, (Senior Executive Service) U.S. Department of Homeland Security (DHS), Washington, DC, directing the First-Responder Program, and as the Acting Chief Human Capital Officer with oversight to include all training and education for the Department’s 210,000 employees. He is a licensed attorney in New Jersey and Washington, DC, with thirty (30) years of experience in the legal profession representing various police agencies, corporations and financial institutions. Mr. Barnes earned a Bachelors Degree summa cum laude and Masters Degree from the City University of New York, John Jay College of Criminal Justice, as well as his Doctorate in Jurisprudence from Seton Hall University School of Law. He is a graduate of the New Jersey Police Academy, served 11 years in law enforcement, and is a US Army Officer Candidate School (OCS) Distinguished Graduate.
Leonard Nerbetski, Captain, New Jersey State Police (retired) served as the Executive Officer of the New Jersey Regional Operations Intelligence Center where he was responsible for the oversight of the threat analysis, crime analysis and cyber threat analysis programs. He worked with partners from New Jersey Office of Homeland Security and Preparedness and the New Jersey Office of Information Technology to create the New Jersey Cybersecurity and Communications Integration Cell (NJCCIC). Modeled on the National Cybersecurity and Communications Integration Cell, the NJCCIC is the State’s one-stop shop for cybersecurity information sharing, threat analysis, and incident reporting. He was assigned to the Federal Bureau of Investigation’s Joint Terrorism Task Force for over eight years where he collaborated with Intelligence Community Partners such as the Department of Homeland Security, National Security Agency, Department of Defense and the Central Intelligence Agency. Assigned to FBI Headquarters, he served as an FBI Executive Fellow, working in the Law Enforcement Online Program Management Office. He served as an instructor at the New Jersey State Police Academy in the Criminal Science Unit and has conducted numerous presentations to law enforcement, homeland security and private sector audiences throughout the county. He is a graduate of the Naval Post Graduate School, Fusion Center Leadership Program. Mr. Nerbetski earned his Bachelors and Masters Degree from Fairleigh Dickinson University, and holds a Degree in Digital Electronics from DeVry Technical Institute. He is an Adjunct Professor for Fairleigh Dickinson University and the co-founder of Acumen Strategy Group, LLC providing training and security consulting services.
